Saying No to Hydro-Quebec: Economics, Not the Environment

Steve talks with Frank Murray, the Deputy Secretary for Energy and the Environment of New York State. Murray says Governor Mario Cuomo's decision to cancel his state's 20-year contract with Hydro-Quebec was based more on the changing economics of energy than on environmental considerations.
